House-buying and selling in Scotland - Reform

The Scottish Government announced on 30 January 2008 that it intended to proceed with its intention to introduce a single survey containing a valuation with effect from 1 December 2008. The single survey is now to be badged up into what is to be known as the home report. The home report will comprise:

  • Single survey
  • Energy performance report
  • Property sales questionnaire

The home report will require to be provided by the seller of the property and will have to be available from the time the property is put on the market for sale.

The power to introduce house-buying and selling reform was contained in the Housing (Scotland) Act 2006, and all the necessary subordinate legislation has passed through the Scottish Parliament. 

The Scottish Government has introduced a dedicated website around house-buying and selling reform. This website contains all the legislation, a section for consumers, a section for industry professionals, frequently asked questions and regular updates on progress towards implementation of the home report.
