Later this month, the Financial Services Authority will publish a key paper as part of its mortgage market review. Today, we preview our submission to the FSA, urging caution about hasty regulatory intervention at a time when the mortgage market is still not functioning properly.

As the FSA presses ahead with its review of the mortgage market, we believe that changes to the rules should be focused on clearly identified consumer detriment. The FSA does not need to act quickly and should concentrate on getting the rules right.
