Paul Smee, Director General

Paul became Director General of the Council of Mortgage Lenders on 1 August 2011. Since then, he has been much engaged in regulatory matters and the Mortgage Market review; the application of macro-prudential tools to the housing market; and in a variety of Government backed schemes to support the housing market.   

Prior to that, he was Chief Executive of UK Payments and the Payments Council.  He was very involved with the introduction of the Faster Payments Service in 2008, the first new payment system in the UK for 25 years; and in the production of the UK’s National Payments Plan.

Paul was the founding Director General of the Association of IFAs, the representative body for the community of independent financial advisors which was formed in 1999. He also was instrumental in the formation of the Association of Mortgage Intermediaries in 2003.

During his earlier career, Paul worked at the Department of Trade and Industry, the Stock Exchange, the Association of British Insurers and the Independent Television Commission.

Bob Pannell, Chief economist

A member of the senior management team, Bob has overall responsibility for the CML's economics, statistics and forecasting work. He writes a monthly market commentary, as well as contributing widely to CML News & Views and other published outputs. Bob works very closely with CML colleagues to ensure that policy and PR work is underpinned by rigorous, clear and relevant analysis.

June Deasy, Head of policy

With sixteen years’ in-house and agency experience in strategic communications, public policy and public affairs, June has advised and briefed senior executives, politicians, government officials and other policy influencers at UK and international levels. Her work has included developing and promoting policy for high profile multinationals in the financial services, energy, retail and transport sectors, housing sector organisations, trade associations and global professional bodies.

Sue Anderson, Head of member and external relations

Sue and her team look after communications with Parliamentarians, journalists, commentators and social media. Sue has experienced the mortgage industry through boom, bust and everything in between. She joined the CML in a consumer affairs role in 1990, when interest rates shot up to 15%, and repossessions peaked at 75,000. This early experience strongly influences her ethos of putting both lenders and their customers at the heart of CML communications. Sue and her team produce a regular flow of varied material, ranging from tweets to feature articles, data briefings to broadcast opinions. Richard Patrick, Head of commercial activities

Richard joined the CML in 2014 to lead the commercial activities team and take responsibility for the development of existing and new commercial products and services. The current portfolio includes a popular and successful events programme, a supplier associateship scheme and data services. Richard’s background is in similar commercial development roles in the membership sector having spent time working for among others, two of the UK’s largest trade associations, the National Farmers Union and Freight Transport Association.

David Poyser, Head of corporate services

After qualifying as a Chartered Accountant in 1987, David headed up the finance teams of a number of firms in the construction and technology sectors. In these roles he broadened his responsibilities to include IT and administration. David then joined the British Bankers’ Association in 2004 where he worked for ten years as the Executive Director of Operations, gaining valuable experience of the operations of a financial trade association.
